Pranab wants quota for OBC creamy layer

External Affairs Minister Pranab Mukherjee has said that the government is in favour of opening up opportunities to the creamy layer -- the more affluent section among Other Backward Classes.
However, he said that the decision of the apex court on affirmative action for students of the socially and educationally backward classes, is binding.
