Bhutto has asked Musharraf to step down as army chief and become a civilian president several times, but this is the first time she had called for him to step down as the president.
The PPP leader said that she could never serve as prime minister under him. She added that her party may boycott the general elections, scheduled to be held on January 9, unless the emergency is lifted.
